An appeal takes up 3 upload slots as long as the post is in the queue. You get the 3 slots back when the post is approved or when it gets removed from the queue after 3 days. See howto:appeal.

I see. Well, I was told the only reason it wasn't approved in the first place was because I didn't properly link the image to its proper source website.

It's rarely solely one reason, especially for direct image links to what looks like an official anime site. Plenty of approvers will approve images with bad/no source if it's good enough quality in their eyes. Having a good source might increase the odds a mediocre post gets through but it isn't a guarantee.

I see. All this being said, I don't think anyone has really given me a reason as to why it wasn't really approved aside from the link thing. As far I could tell, the artwork doesn't really have anything that'd be considered overly explicit.

We host tons and tons of explicit images. The content of the image is usually secondary to the quality of the image.
And, in this case, the image is just not particularly good. Flat shading, big anime head, and some weird facial structuring that makes the eyes look lopsided rather than the whole head being tilted.

Oh, I see. So... should I just go ahead and delete it from the site altogether (if that's even possible)? It doesn't seem like any approvers will be approving it anytime soon.

You can't delete posts yourself. It's already deleted to Danbooru so it doesn't really matter; images are rarely permanently removed from Danbooru.

I'm just going to go ahead and say it's not a particularly good PPG style parody. Weird line thicknesses.
