Things generally don't get deleted for being guro. If you don't like guro I'd recommend you set up your blacklist up so you don't have to see it: help:blacklists

Ok. Then post #1708547 still needs to get deleted. It's the same thing as most of those deleted posts. In fact, a lot of those deleted posts are more tame than this one.

I thought danbooru had rules like this because "high quality" also applies to subject matter and guro/scat are low quality subject matters. Am I wrong about that?

"High quality" = high quality art. Not subject matter. You personally not liking something doesn't mean it doesn't belong on the site (as long as the art is good).

In part, the art of a lot of them tend not to be good and they don't have any value outside of that fetish. A pretty low number of posts are rated questionable and explicit, and a lot of what falls under guro is general gore, because of how tagging works. As for that image, its definitely hardcore guro, but its not extreme in the sense that the TOS is referring to.

Again, its worded in an open-ended manner as well, leaving it up to discretion what constitutes its extremity and quality.

A good example is with furry. Some posts are allowed under that umbrella but the ban is there to prevent a much larger dirge of poorly drawn furry fanart with animesque styling.
