Well, yes, that's why people sometimes get demoted. It's well established that Contributors can get sub-par uploads onto the site much more easily than non-Contributors because it takes a much more proactive moderator stance to actively delete an auto-approved post than to passively not accept a post that needs to go through the queue.
So the discrepancy itself is not a sign of anything, just an indication that a correction was needed.

That kind of extreme bondage generally has a pretty narrow audience among the janitors here.
So the extremeness of the bondage within those image was the reason those images weren't approved rather than the quality of said images. Well that sorta explains the success rate of lili_(artist) when not taking contributors uploads into the equation.
A mixed bag of feeling from this.

And just how long have you been here, again? Pure technical quality of images is not, never was, and never will be the sole determinant of approval. Content is just as important. Not that there's anything especially amazing about the images from a technical standpoint anyway.

K. So whats "Sub-par"? Feka says I should lay off the questionable and explicit pics. What else?

Technically, no. If it wasn't approved it was for a reason.
But then again, how can you tell if the contributor uploaded it by error because he/she didn't look at the similar pics, or because he/she just want that pic in danbooru not giving a shit about the approvers opinion?
In the case of your pic personally, isn't worth to being approved, but isn't worth to flag it for deletion because a contributor uploaded it either...

I definitely wouldn't recommend doing it on purpose. I imagine most of the time it happens it's entirely unintentional, with the contrib not knowing it had been uploaded and unapproved before. Ideally the dupe detection would find it (which is why we don't double-delete unapproved posts) but no dupe detect is perfect (and in some cases it might be a slightly different version).
As for why it might not have been approved in the first place... it's pretty extreme loli. Practically toddlercon I'd say, which is well outside my comfort zone even though I like flat chests and plenty of art others might consider loli. I don't think of myself as into lolicon personally, but the definition of that is such a moving target... most people are going to end up defining loli as "a little bit younger-looking than the youngest I like!". It's usually something that "other people" are into. =P

I had something more than a hunch but had been wondering about the exact definition for a while... So your question made me check it out.
The Free Dictionary only recognizes the spelling subpar and gives the following meanings:
"1. Not measuring up to traditional standards of performance, value, or production.
2. Below par in a hole, round, or game of golf."
