In the metadata, you can see that the image was made in CLIP STUDIO PAINT (Celsys Studio Tool).
This could at least mean that it was ai-assisted, but not fully ai-generated.

Just uploaded this, and thought it looked reasonable - but checked the artist page here afterward and it says that they are an AI prompter and not to upload from them. Please check the image :<

It's more likely to be ai-assisted than fully ai-generated. The hair shading looks good and the outline around the girl looks like something that AI (usually) wouldn't be able to draw. Also, the artist's Pixiv profile bio (roughly) Google-translates to "*Some works use AI functions as an auxiliary function, such as adding effects or using them as a reference for poses, so if you are not good at that, please be careful ∠( ̄◇ ̄)"

This got flagged as AI-generated. Has this been discussed before that the flag is justified or is this just someone that flags AI-assisted as AI-generated for fun?

FWIW if an assisted work is deemed to be too AI-y, it can still be flagged & deleted for that. Just because AI-assisted isnt explicitly disallowed doesn't mean it's deemed acceptable at all times. This specific post kind of screams "generic AI shading" so I can see why it was flagged for that.

Not sure if their art's AI-generated. I used Maybe's AI Art Detector and it said 99% human, 1% AI. If there's a more reliable detector beyond asking for human verification, I'd like to know.

AI "detectors" are completely worthless, you shouldn't use them for anything whatsoever. According to this person's Twitter, these appear to be nude filters, so they wouldn't be allowed regardless of whether they're using AI for it or not.
