No, Russian -> English is correct. When an official English title exists for a non-Japanese series it should go to English, even more so for non-Anime series.

The official spelling of the character's name should be consistent with the English title alias already in place. Not just the English title, but the production committee for the anime on the Japanese side is even "Alya-san Partners" in Roman letters (see the copyright at the bottom of the official site for one example, and at the end of the ending credits of the series itself for another)
