Only janitors can really safely do it though. In the case that the upload page doesn't automatically detect and ban a post, then the janitor is responsible and has the privilege of doing it. Other users don't, and it would immediately look suspicious if this thread started to get much more frequent bumps.
The problem stems more from if no one lets anyone else know to immediately ban a post ASAP by posting in this thread. IIRC @Rignak has done it a few times, but luckily I was there to notice. It's a problem with other booru imageboards also (yande.re specifically) but as they don't keep their banned artist list up to date as we do, the policy is rarely enforced. See here.

As long as posts are banned immediately after, they can still be uploaded. That's how I see it.
But for those without ban privileges, do it at your own risk. I expect Apollyon or another mod will likely say the same thing.
That's all regarding 'safety'. If complete safety was desired, we'd just purge the database of those uploads. But if you look at banned_artist, you'll still see that there are posts being uploaded semi-regularly, even from contributors themselves.
Contacted over Twitter and Dmail to ban these posts. I'll be keeping more in touch with him to iron out details over what to selectively ban if this continues.
