I don't think it does count. Under American copyright conventions and I'm guessing Japanese, the content creator automatically holds the copyright, not who paid for it. If you take a picture for instance you instantly hold a copyright for it barring agreements you may make with someone (working for a photography company for instance). I don't think we should ban it without a valid request from the artist... I'm just suggesting an admin maybe get in contact with the reporter. Anyone could just flag a post and say they commissioned it, I could right now.

If I understand the Russian anon correctly, he drew it in a style similarly to hatater’s, so shouldn’t it be tagged drawfag style_parody instead?

Only janitors can really safely do it though. In the case that the upload page doesn't automatically detect and ban a post, then the janitor is responsible and has the privilege of doing it. Other users don't, and it would immediately look suspicious if this thread started to get much more frequent bumps.

The problem stems more from if no one lets anyone else know to immediately ban a post ASAP by posting in this thread. IIRC @Rignak has done it a few times, but luckily I was there to notice. It's a problem with other booru imageboards also (yande.re specifically) but as they don't keep their banned artist list up to date as we do, the policy is rarely enforced. See here.
