Regarding kisetsu's old Kancolle works that have the bad_id tag such as post #1926866, it seems she's re-uploaded them all onto pixiv, albeit in higher quality. Would it be best to remove the bad_id and replace the old source, re-upload the old works, or just leave the posts as they are?
Upload the better quality images, set them as the parent to the bad id images. Tag the bad id images as duplicates.
Don't change the source unless you're absolutely sure they're the same exact image. You're going to get those images falsely tagged and/or potentially flagged otherwise, which might upset some people.

If they're the exact same image, it should say "md5 already taken" when you try to upload them
Depends of how we see umbrella tag. Leaf umbrella doesn't imply umbrella and I can agree with that, you want too see umbrella looking devices under this tag and not just giant leafs. Since holding umbrella has this implication I'm leaning to no. Holding leaf is for sure completely legit.
v arms's wiki states "Arms and hands brought together in the front, with the shape resembling a V" (my bold) but it is also used in a number of images for v shaped arms behind back. I don't see any reason why it shouldn't be used for this (if people want just in front they can search for v_arms -arms_behind_back ) but posting here just to check.

According to Google the t-shirt trend's called "Tie the knot" ~ but I dunno if there's a tag encompassing it here on dan. ^^;

Are you sure the new uploads are higher quality? I didn't check them all, but the post you linked is an identical image file, and a couple of the other re-uploads are jpg where danbooru has a png, so the new one is actually worse. But like Mikaeri said, definitely don't change the source. In any cases where the new ones really are better, upload and parent.
The type of hat she's wearing (I can't seem to remember what it's called right now) and whatever you might call her second silhouette in the background with the silly face
EDIT: Oh, right, they're called boater hats/cancans.
