Yes, it does, but looking around some of the posts there are several tagged when another person's hair is used as a scarf.
The wiki for it should probably be updated.

Yeah, the number of posts under hair_scarf is fairly small, so updating its wiki to make it more broad should be fine.

Is there a more specific name for this style of dress, with the sheer fabric connecting the collar? I was almost thinking illusion neckline, like wedding dresses, but it's not an existing tag and it still doesn't feel quite right. Halterneck dress isn't a thing, either, although I feel like that may be the closest fit I can come up with.

It's a good question. I don't feel like all_fours would be appropriate. bending_backward is barely used, but that's all that comes to my mind. (See post #2293602; same idea.) At least one other person has used all_fours in conjunction with upside-down but that feels too ambiguous.
EDIT: FOUND IT. body_bridge is the right tag here.
