I found that the Japanese term seems to be アンダースコート when looking this up before (they're often in images of cheerleaders and tennis uniforms though usually just tagged "panties").

Yep, they are, since it's in between monochrome and colored. If a post is mostly monochome with just a bit of color use monochrome & spot_color instead. I just noticed that this is mistagged quite often.
