Doubt it constitutes abuse on the part of the flagger, but to my (now years-old) knowledge lowres and jpeg artifacts are not, in & of themselves, valid reasons to flag an image that doesn't have any larger alternative versions available.

She's further away from the camera, yeah, she's also a child so she's smaller in general :P

Actually it was a good flag, and this is what off-topic means. Western characters + western artist + western style + rule34 is perfectly okay to be flagged for off-topic. If you don't think that it is western style, or you think that it is high quality enough, or otherwise interesting, that's a different question.

Please don't make up rules or guidelines. WWW was discussed ages ago and got binned very fast. That's not a valid flag reason on its own. WWW has nothing to do with quality.

Where are you getting the idea that "WWW" is against the rules? Literally nothing in either of the pages you've linked says or even implies this.

I am not sure if that was a change of policy, or just something that was deemed redundant? If it is still the policy, I don't see why that line can't be there.

I removed it because that wiki page was becoming too bloated with irrelevant things and had different information than what the upload rules said.
The only things that are unquestionably off-topic are the three lines under help:upload rules. Everything else should be sorted out by the mod queue.

Not sure if they are the same person. However, in case they are, it might help to direct them to the rules about ''not flagging dupes''.
Edit: Got the first part answered by Unb. Still, I don't think it hurts if it were the same person of the second post that flagged the post for being a dupe.
