Do we have a tag for Cthulhu or monster themed jewelry and accessories?

Considering cosplay and figurines has a tendency to be indicative rather than a direct tie-in to the actual source material, I could see an argument for the first one to be cthulhu and cthulhu_mythos. The second one is a bit too far removed for me to feel comfortable suggesting those tags for it, as the jewelry is nice, but more indicative rather than a full depiction.

Who's this character? Can I tag her hair with twintails? Does bat ornament apply for the bat decoration on her clothes?

No.1: The character is sonoda chiyoko, but somebody already helped you identifying her.
No.2: Yes, twintails applies, as her whole hair is tied and there is no other hair falling normally aside the bangs.
No.3: I think so. Although exploring the tag I noticed some people mistag bat ornament with bat hair ornament. We should create a Wiki for bat ornament specifying it's for clothes, or it has a more general use, I dunno...

Do we have a tag for sitting sideways on a chair like this?

The tag is in fact called sitting sideways :)

Do shadows count as headcounts? 1boy or 3boys?

I think I would count them (so 3boys for that post).

It's hard to find precedent and I could see it both ways, but the picture would be meaningfully different without the shadow-characters. To simplify it, think about a picture with one character solo versus one character in frame and the shadow of another -- those would be very different pictures, so I would say characters present only as shadows are still characters that are present.

Is Izutsumi considered furry or just a cat girl? She has body fur, but is just a human with animal traits. I noticed that both options are used in different posts
And was I right to rate this as sensitive?

Rule of thumb is that human face = monster girl and non-human face = furry.
I would tag this cat girl and monster girl but not furry because she has cat ears+tail and fur on her body, but has a human face.

And yes imo sensitive is correct for this.
