How do I tag this?

I'd like to create a new tag for bottomless that excludes topless. Because the tag that already exists (Bottomless) includes lots of topless pics and, imho, that's not what people are looking for when they search for bottomless as in "bottomless fetish". At least in rl porn "bottomless" almost always implies that anything on top is covered with clothes. How should I do that? And should I do that in the first place?

That's what bottomless is supposed to be; any post wherein a subject has nothing from the waist down but has clothes on top. Bottomless isn't supposed to be used with topless or for posts where the characters are clearly nude. This scenario doesn't need a new tag, bottomless needs gardening to remove posts using it wrongly.

Ah, but wait. What should I do with posts that include characters wearing some kind of clothes on top, like open shirts or simple shirts pulled up, while having their breasts and nipples clearly exposed?

To me these characters look nude, obviously, and they shouldn't include bottomless tag but I'm not sure how that works on this site.

That's still bottomless, they are wearing clothes on the upper part.

That's fair. Still, is it possible to create a new tag for bottomless that includes breasts and nipples that are completely covered with clothes? If it is then I promise to tag as many pictures as I can with that tag.

That works for the most part but, for example, if there are multiple characters (or there are many scenes with the same character in the same picture) and if there's only one of them exposing nipples then you'll miss that picture. For example: post #8222456, post #8195687, post #8093005, post #7661570. It also takes away the whole tag from the 2 tags that you can use for searching so it makes everything harder. Don't know if it justifies the creation of a new tag (subtag?), but it simply bothers me that there's no way to reliably search for characters that only expose their bottoms for the viewer.

But yeah, I understand that all of you want to avoid tag bloat as much as possible.

Yeah, unfortunately, the 2-tag limit prevents refined searching so you don't miss these kinds of things (e.g. if you had a little more such as being Gold, Platinum or Builder, you could search bottomless -(nipples solo) and the examples you presented would turn up), but it doesn't really justify the creation of a new tag to filter for these scenarios.

Even with that example it wouldn't be perfect because that search would include lots of pictures with multiple characters where all of them have their breasts/nipples/chests exposed. I think the only way to make it perfect is to create a new tag, otherwise there's always some kind of "sacrifice" or inclusion of lots of "offtopic" pictures.

Now I have another question: what even justifies the creation of a new tag? Is there a page on a wiki that says anything about that? Don't worry, I gave up on the idea of creating a tag for my special case, just wondering how that works in here. Me personally I never understood what's the issue with the tag bloat in the first place, I always thought that the more of them there are - the better. Would be interesting to see the reason for it being a bad thing in your eyes. (Yet again, I'm not trying to promote it or anything and if it's out of the scope of this thread then I'm sorry for bringing it up in here)

That search is specifically tailored towards the example posts you linked. You'd have to play around with a few tags (and garden out some posts). I don't really understand the full extent of what else you want that to exclude - a bit confused on what else you wanted it not to include. There's only really three ways to solve complex searching cases like this: a new tag (which wouldn't be well received for this), higher searching limits or a favgroup.

Anything can justify a new tag as long as it makes sense. Sometimes a tag that could be potentially controversial is discussed first before its made to sort out issues, workshop names or provide alternatives. I would recommend creating a new topic tailored towards your issue specifically so it has a dedicated space to live and be discussed (such as if that tag makes sense, gardening the posts or search queries that could get the "perfect" result). Megathreads like this aren't the best place for drawn-out discussions.

More tags isn't always better, either in general or on a post. This is a sentiment evazion (the owner) has also mentioned before.

This criticism can be applied to almost any possible two-tag search. If I search blue_shirt black_hair, then I will find results with multiple characters where one has the blue shirt and another has the black hair. However, this doesn't mean we should be creating blue_shirt_black_hair.

You are right... To be honest, I feel kinda stupid now that I think about this. Guess I'd just love to live in a reality where bottomless simply implies an actually covered top. Or maybe there's a need for a new, more advanced way of tagging stuff that will be out of scope for this site. Something like different sets of tags for every character on the pic instead of one set of tags for the entire picture... Alright, enough. I give up.
