That's definitely some pretty generic AI shading too, definitely AI involvement.

FWIW, I also don't think the image looks particularly like Suisei at all, so I wouldn't be surprised if there's more involvement than just some shading.

Once you're in assisted territory it'll almost always be on a knife's edge. And honestly, that post looks like pretty much straight up AI.

A knife's edge to what? How a user is feeling today? Either a work is assisted or generated. This forum is constantly flip-flopping around, even after NNT came here to tell everyone to stop bullshitting around a few months ago. I'm not an expert on AI and that's why I'm mostly just watching from the sidelines but in this case I want someone to explain to me why an artist's work, that has been accepted by a mod before, is now not okay anymore. AI is clearly involved but so are inputs made by the artist. How is this not enough to be counted as assisted while e.g qblade's work is despite the artist openly admitting to using AI (most posts don't even have the assisted tag).

"It depends"
In the policy you'll probably always find some heavy-handed swings in one or another direction. It was indeed getting a bit ridiculous, so NNT corrected a bunch of posts, but apparently a bit too much for everybody's liking, so that's being adjusted now.
It's literally impossible to know how much human input an image has, it'll always be a case of educated guessing, and for the most part that seems to do fine (save for some very specific circumstances). The only way to avoid this entire thing if you don't have as much of a feel for noticing AI is to avoid uploading from artists that do assisted work altogether. There's plenty of other art out there, and that avoids you getting caught by either an artist actually switching to (almost) full AI, or people realizing it always was that (which seems to be the case here).

The source pixiv post doesn't have AI-generated tag though I wonder how that tag works? Is it self-added by the artist?

It's self-added by the artist. It's helpful but having it/not having it shouldn't be a major judge of if a piece is fully AI or not for a couple of reasons.

Her hair turning into feathers is a weird reason since feather hair exists. Agree with the judgement but the reason isn't that good; you should use other clear indicators like how they state very clearly in their Twitter bio that they generate all their "illustrations" with AI.
