It reads Humble artist from the Republic of Tebwa (as in Kud's fictional home country), but that might be too much of a mouthful.
Edit: Hmm, can't find any other accounts or names. Oh well, long name it is then. We could go romaji instead with Tebwa Kyouwakoku no shikanai eshi, though that would be slightly less informative and obscures the intended reference a bit.

That would be the pinyin to that Chinese name, the stacc name is a meaningless number, there are no other accounts listed, and the artist doesn't sign their works to give another option, so I think that's probably the best we can do. It looks fine to me.
Artist's current name is 咲庭なお, but I don't know how to read it and whether the Twitter handle is correct for this one.

It's not a redirection, that's just the autocorrect. You'll notice there's a red squiggly line under it because it's trying to suggest the most similar tag we have.

Artist name is 兎耳重工.
I ran into an artist tagged as hashimoto_kokai.
Kokai somehow didn’t sound like a typical Japanese given name to me, so I decided to investigate a bit: does the rōmaji spelling actually reflect こうかい, what are the corresponding kanji, what could the meaning be, and so forth.
Taking a glance at the artist page, I cannot find a single clue leading straight to anything like Kokai. The names used by the artist are mostly variations of Gr4yny4n, HK 819, and 橋本洸介.
Now, we could be dealing with a pun based on 橋本洸介, or simply a less common reading thereof. As far as I’m not badly mistaken, the most likely Hepburn reading would be Hashimoto Kōsuke (cf. curler Hirata Kōsuke and Tona-Gura character Machida Kōsuke). The corresponding Danbooru tag would be hashimoto_kousuke. I cannot find clear evidence whether ko (not kō ~ kou) is a possible reading for 洸, but kai is certainly the kan-on reading for 介.
Is Hashimoto Kokai a rōmaji spelling previously used by the artist? Is it perhaps still in use somewhere?
Is there a reason to change the artist tag, or should we just stick to what we’re used to? The artist only has 36 posts, so this question might have avoided the eyes of those who are fluent in the Moon-tongue.

Pinyin would be Kong_yu_hai_zhi_shi (no spaces, each character is its own word), but the name is a reference to (and direct translation of) the song "Sora to Umi no Uta" (translated as "Poem of Sky and Sea) from the anime film 5 Centimeters per Second.
There are some results for sorayo_noriyuki/sorayo-noriyuki on Chinese art rehosting websites, and some mentions of a (currently defunct) account under that name. I speculate this is the artist's old username.
