How do I tag this?

Looks like her clothing. I'd say go for it.

I did see that it looks like her sleeves, but I don't know if that's really enough to tag a character. An artist could draw anybody in similar clothing if they wanted

I'm noticing the tag to refer to Ilia from Dragalia Lost is spelled incorrectly. I looked up her name and it should be "I-L-I-A", but Danbooru has it as "illlia_(dragalia_lost)". How do we fix tags like this?

It's only 2 posts with no wiki, so you can feel free to manually delete it and replace it with a new character tag. If it happens to a character with a large number of posts, you can request a mass update or alias to the correct name.

Fixed it. Thanks for giving me permission.

Does this veiled, sorta funeral-y hat have a specific name?

It's a pillbox hat with a veil. AKA THE Jacqueline Kennedy hat (though hers is usually worn without the veil).

The entire assemblage (hat + veil) can be called a "fascinator", though that term is also be applied to other differently-shaped women's small hats and non-hat head coverings with enough decorative bits. These are usually veils or feathers or giant fur trim/ribbon bows.

(On a side note, the newer pages of pillbox hat are currently filled with many Gold Ship examples that look different from the usual women's hat. Technically, what she is wearing is a military/marching band-style pillbox-shaped forage cap [which also often has the chinstrap in Commonwealth countries], but since "pillbox forage caps" have a similar shape and shared origin anyway it wouldn't be inaccurate to tag her hat with pillbox hat either.)

What top is she wearing?
Tagging it bra implicates underwear, which doesn't feel right as she is still fully clothed.
Tagging it bikini_top implicates swimsuit, which also doesn't feel right as the rest of the outfit is not swimwear.
It doesn't have the right shape for bandeau or tubetop.
Asked on discord but couldn't get a consensus.

Well, bikini armor also has a similar problem when somebody tags bikini/bikini top/bikini bottom and implicates swimsuit even for visibly metal/chain/scaled garments that don't look like swimsuits...

So bikini top would probably be fine for that leather top thingy.

Edit:
Alternatively... we could designate a new tag called "bra top" or "bralette" (IIRC these are what they call bra-shaped garments worn as outerwear in real life) and move all the leather/chainmail/scalemail/platemail/outerwear 'bikinis' under it. But gardening this is going to be a pain. And it might not completely resolve the issue anyway because people unaware of the tag are likely to still continue tagging bikini_* and drag the swimsuit implication in.
