Context is what I usually go by. Since her breasts appear to be deliberately exposed and she's lifting her skirt in a suggestive manner, I'd mark it as questionable.

Not always. Going by what OOZ662 stated in post #2416025, it would appear post #1957702 should have a questionable rating.

That's because the system is only for sexual content. The Safe rating is not intended to mean that a picture is safe by any particular standard. It's just an established name. Think of it as an (E: Porn, Q: Erotica, S: The Rest) system, not (E: Vile, Q: Dubious, S: Wholesome). This has been discussed before, like in topic #12067.
Questionable doesn't require genital visibility, by the way. Breasts with exposed nipples, for example, are usually Questionable.

Is there a mass revert job possible, or just a mass bulk update requests with all he affected post id's? We'd have to split it into two - one for q, one for e.
Undid them. How I did it: went to http://danbooru.donmai.us/post_versions?search%5Bupdater_id%5D=493361&limit=100, hit F12 and pasted this into the console:

favgroup:1171 were the posts that he changed, for reference. tbh they don't all look wrong.
Some of y2's artworks have been rated questionable recently, while the images in question were rated safe beforehand. I'll provide some example links down below:

These are merely a few examples of images that have had their rating changed from safe to questionable, though these all look pretty tame to me. The worst thing you see is underboob on some of those images, and even then, it's usually nothing major at all. Perhaps I'm just liberal in terms of rating, but I'd like to hear some more opinions, if possible.
