This unfortunately is another case where I genuinely cannot tell who these two are. I've looked through the game and everything. It's not really clarified either if these two are humanizations of any monster characters. Part of me wants to think the male is Rick, but im not confident enough in that to tag him. The girl I just can't tell. The only female in the game with hair like that is Pero, but this girl doesn't look like her.
except none of the female titan shifters had a female body except Annie, which means Titan forms are pre-determined regardless of the shifter.
Another exception is Frieda Reiss' titan form, which also had a female body. But that might be attributed to how the Founding Titan "holds power" over all the other Titans, letting her assume the form of the Female Titan. Similar to how Eren transformed into a Colossal Titan at the very end.

Addressing the purple of her uniform, it's most likely a reference to the history of the city.
Mogador is named after the city in Morocco, but there's also Mogador Island off the coast, which is part of the “Iles Purpuraires”. The islands were known to have been the base for harvesting/producing the coveted “Tyrian purple” dye from sea snails native to the area by the Phoenicians and the Romans. Mogador itself also was made to have factories for producing the dye.
So we should update the tags from blue to purple? Or the fact her hairband is more blue gives the impression her uniform is purple?

I feel that the purple hair/accents of AL Mogador were more so to match with the black dress and her overall creepy demeanor than a specific historical reference.

She constantly feels hot and bothered, and apparently the Mogador class destroyers were cramped and poorly ventilated so it might be true too
