She is given typical Caucasian characteristics of a somewhat tall body and a well-endowed bustline like the personified battleships before her, but her illustrator also has her long hair somewhat unusually multicolored. It has a blue exterior with white stars dyed on it. There are also white and red hairs at the underside.
Due to her design as a flagship, she only has eight twin 5-inch/38-caliber secondary guns (two fewer than her sisters), in exchange for one extra level on the conning tower. Because of this unique trait, while most other battership girls in the game sport a hair ornament that resembles the top of their superstructure, she instead wears her conning tower as steel headgear (or as one can only describe, a 15-inch thick steel helmet).
The first half of her radio call sign, November-Echo, is seen on her right shoulder. Presumably, the second half of her call sign, Bravo-Charlie , is on the other.
She wears a short-sleeved brown jacket which is mostly open enough to expose a sleeveless white dress shirt cum crop top that exposes her midriff with a black necktie, black elbow gloves, a extremely short black pencil skirt (or black short shorts), and uneven legwear consisting of a black see-through single leg pantyhose and mismatched thighhighs (solid black on her right and see-through on her left).
Her machinery consists of an assortment of gun barrels which include her nine 16-inch/45-caliber guns. She carries a mast-like staff with a pennant meant to resemble a stylized American flag (although its single star and five stripes make it more in line with the Liberian flag, itself derived from the American flag).
There is an electrical switch on the left side of her gear, which can be observed more clearly on her damaged art. In her kai art, a yellow warning stripe is taped over the switch, referring to her infamous short circuit incident during the second naval battle of Guadalcanal.

She is oftentimes depicted with Kirishima, who helped cause great damage to South Dakota during the second naval battle of Guadalcanal and in turn was inflicted fatal damage from Washington's firepower. South Dakota and Washington are also depicted as not being in good terms, reflecting the great rivalry their crews had.
