Apparently, this being Kasen's day has nothing to do with it also being competition day. It's a pun on her surname: Ibaraki → Iba(raki) → i(1) ba(8).
A commemorative day established on this date because of the pun with the expression "all or nothing", used when there's a competition!
All or nothing in Japanese is said as "一か八か", which could literally be translated as "either 1 or 8".
