It's Susie from Deltarune, but with some design changes. Light World version on the left and Dark World version on the right.

Light World Susie has a hair style of short ponytail while leaving the sides untouched, generally giving off a messy silhouette. Her long indigo jacket and white shirt are mostly left unchanged. She's wearing black gloves with open fingers, and jean shorts with black canvas shoes plus raggedy socks in asymmetric way. With one hand put in the pocket of her jacket, she's holding a chalk piece between her teeth while flipping said chalk tip with her fingertip on the other hand. You can see tiny group of freckles scattered around her exposed skin. Her bangs are covering her right eye and she's looking down with her head slightly up, showing condescending vibes.

Dark World Susie has the same hairstyle as Light World version but the edges of her ponytail here are slightly bent outwards like a sausage cut in octopus shape, and bound with a golden-spiked dark band. Her whole costume is in a pitch black color, with some bright purple outlines revealing the clothes' general details. Her jacket now has no sleeves and looks like a feathered, open coat with shirt under it. She has long leather pants with six golden studs on each thigh, and has long leather boots with four golden studs on each top of the foot. The boots also have spurs like a cowboy in movies. There are bands with golden spikes on her neck, forearms, and wrists. Her bangs are completely covering her both eyes. She's holding her axe with her right hand, loosly carrying it over her right shoulder. The axe's design is mostly same as original but the lower tip of the blade is slightly bent outwards like a crescent moon. She seems talking to someone, showing a carefree attitude.
