This image references the ore ore scam where the scammer calls pretending to be the caller's relativer, usually son, by saying 「俺だよ、オレオレ」("It's me, it's me!"). The artist explains in their commentary that the Commander doesn't use 俺 (オレ・ore) as his first-person pronoun anyways.
