Aqua did receive the condition that she'd only be looked after until she managed to find a job.
Occasionally, Kazuma apparently really flies off the handle at Aqua who has planted her roots in his house, and she apparently submits applications for part-time work each time, but due to her history of being expelled from schoool and three years of being a shut-in, she apparently has a hard time being given the time of day. Another reason is the fact that the small town means Aqua's bad reputation from her childhood has spread quite far.
Incidentally, Kazuma doesn't usually prepare a lunch. Kazuma makes his own bentou, and the leftovers from the main dish of it become Aqua's breakfast.
