This is a meme about the infamous scandalous Chinese streamer Your Highness Qiaobiluo. (Despite her negative publicity, Qiaobiluo's real name remains unknown.)
Qiaobiluo was an Apex Legend streamer who first debuted on Douyu.com, a Chinese stream service site, on Jun. 13, 2019. Rather than show her face when streaming, she covered her camera with a photograph of a beautiful lady. She has a nice voice, and occasionally sang in her stream when not playing Apex Legend.
On Jul. 25, 2019, Qiaobiluo allegedly forgot to cover her camera with said photo during streaming, which resulted in her alleged real face being caught on camera. Apparently, she is a middle-aged woman with below-average looks, and according to her partially censored ID, she is 58 years old.
This incident naturally generated huge publicity for Qiaobiluo, millions coming into her stream just to see the so-called "hag with a loli voice." Some were completely heartbroken by this reveal, as a man who spent ¥100,000 ($14,000) on her permanently disabled his account. On Aug. 1, Douyu announced that this incident was a publicity stunt directed by Qiaobiluo herself, and they banned her from streaming again on Douyu. Qiaobiluo has since moved to Bilibili.com and Huya.com, but never escaped the ban hammer. She was banned from streaming on all Chinese streaming sites for 5 years on Aug. 6.
Qiaobiluo moved to Twitch.tv afterwards, and she claims she never directed any publicity stunt like Douyu accused. She also showed her face in her Twitch stream, and she does look like the cover photograph lady. Whether that's her actual face or the result of some AI face alteration magic is another story.
