In current net Chinese slang, "搞事"(gao shi) is the equivalent of "purposefully starting trouble in order to complicate matters", making it more "juicy" for the gloating bystanders.
e.g. When a couple are openly breaking up and trying to victimize themselves by publicizing “evidence” of the other side's wrong doing, any 3rd party intervention with ideas that criminalize both sides is considered "搞事".
