Pectorals are trapezoidal or rectangular extend to the edge of the torso (because they're the muscle of the chest) whereas breasts are round lumps of fatty tissue. Those look like breasts to me, and thus I would tag that as 1girl.
Should posts like post #6088845 be tagged with foot focus? The feet only cover a small portion of the image, but they are clearly meant to be the focus of attention.
I'm referring to its depiction in fiction, not real life. In these posts, it's meant to be seen as in the same category as being sent to the corner, not being beaten to within an inch of their life. A child abuse post, on the other hand, is usually intended by the artist to be seen as disturbing. It's made very clear that this treatment is harming the child.
Consider also that a young person can be depicted as consenting to sex with someone much older even if the former isn't old enough to legally consent. In real life, we'd consider this rape, but that doesn't mean we'd tag it as such.
If the criteria for child abuse is that it needs to be disturbing, these definitely wouldn't qualify. But the oldest posts in child abuse are post #970130, which is just as innocent if not more than the spanking posts you linked. I think based on the current posts in the tag, the posts you linked should qualify for child abuse since there's no wiki.

The spanking posts come across as less innocent because of the sexual undertones, not because of the act itself. Putting a collar with a chain leash on a child while an adult is talking about tormenting her is more easily understood as abusive. In the next post in that pool, the adult also puts a cigarette out on the child's forehead. The artist is portraying these as messed-up actions played for laughs.
Spanking, even bare-bottom spanking, has been presented as a normal punishment in media for a long time. That is the difference. We are meant to see putting cigarettes out on a child's forehead as abuse whether presented humorously or not. We are not usually meant to see spanking in the same way.
Edit: Removing child abuse for the reasons above and because the posts I mentioned before were the only ones that were also tagged spanking or punishment. Based on past usage, I have to assume these were mistags. If someone really feels like we should consider a child having their bare butt spanked as child abuse for tagging purposes, they can open a BUR to mass-update those posts.

Here's a question that's been on my mind lately...How do I tag Fujisaki Nadeshiko's gender? The fact that this character is actually an otoko no ko is supposed to be a spoiler, and I see his gender tagged fairly inconsistently. I tagged post #6792778 with him as male due to the fact that it's a romance pic (so I sure as hell don't wanna tag it yuri), but this is a solo (focus) pic of him, and I don't believe Yamato Maihime is inherently a spoiler last I checked, so...
