Should post #5749993 and others like it be tagged with gawr_gura_(2nd_costume)?
She has the cat ears, hairstyle, and hair accessories from the outfit, but is otherwise nude.
Does the complete outfit need to be present for a post to qualify for the tag?
What about post #5655465, which has a modified version of the outfit?
There are also posts like post #5534765 and post #5425252, which have the cat ears, hairstyle, and hair accessories, but the clothes themselves are different?

I would call that a capelet because it's fastened at the chest (and thus "wrappable"), whereas ponchos are usually a continuous piece of fabric with a head hole that has to be put on like a sweater.

this is just my opinion so don't quote me in a court of law (also I couldn't find any guideline for this type of thing) but users searching through costume tags probably want to see either the whole costume or at least significant elements of it, not a random ensemble of outfits loosely bound by a hair ornament or other head details.

Don't know if everyone would agree but i tend to believe that when an alternate costume is at least taken as the base for a drawing, elements from it clearly visible, even if it's modified, it's better to have that costume tagged than not

In post #917749, what is the clothing she is wearing in the torso? Is it a strapless shirt or a crop top? For now, I just provisionally tagged it as a strapless shirt because its wiki description seems to be more fitting, but I would like a 2nd opinion / review

not enough volume to be a brooch and pendants have to hang from something. pin would be the best choice here, but is currently a dumping ground for button badge and lapel pin (and its wiki completely disagrees with all three of these usages!). definitely worth making a new tag for smaller, non-circular pins like your image.

people-counter tags can be omitted, and no humans can be used, if the subject you're tagging is a minor focus including those in picture frames.

this is fine left at strapless shirt, crop tops must have attached sleeves/straps/other shoulder support for the tag to apply.

I went by the strapless shirt wiki, actually. cropped shirt was probably made a tag because the vast number of crop top posts also happen to be cropped shirt, but its wiki still includes tank-tops and blouses. whether it should get nuked or not I have no opinion on.
