Yes, it is, personally I'm not sure where to cross the "overly specific" line. Ideally I would prefer to see a tag regarding more of the action rather than the apparel.

So what would be if this tag implies the jacket tag? Would it overflow the tag and should be kep an specifiv tag-item or is this downside not this important?

Considering shared_coat only has 35 posts in it, I'd say its fine as-is. Looking at most of the posts, they're mostly coats, with a few blazers and jackets thrown in there.

Blazer has ~16k posts and jacket has ~48k posts, so I don't think that such implication would overflow the latter tag. But it would still make it harder to find posts with jackets that are not blazers, so I'm not sure if such implication is desirable.

They look like maids and we have "Tag what you see" rule, so it would be appropriate to use the maid tag. If they are portrayed doing typical waitress work (carrying a tray, serving food/drinks to customers), then probably tag it with both maid and waitress.

The waitress wiki says "Not to be confused with maid as some of the uniforms may be similar to what a maid wears.", though.
I would go with maid_headdress and waitress, personally.

I also think that the action is important to. Take for instance the Maid-Touhou Character Sakuya. She is a typical maid-girl. Maid headdress, Maid apron in most fanarts. Now they are practically the same characters, look like a maid but can do waitress actions. Sakuya doesn't work in a cafe (most of the times) so the waitress tag doesn't apply to her.

It'd definitely at minimum have to be both skirt_lift wardrobe_malfunction, because there is too much noise for just skirt_lift or skirt wardrobe_malfunction to be useful to find these kinds of images.
