I don't know this since the english language has here a much wide usage of these words so I'm just interested.
Technically they are similar, but visually handcuffs and shackles are different. Handcuffs are rather narrow bands while shackles are thick and solid, more medieval looking.
To be honest, the exact definition of ankle_cuffs or wrist_cuffs in Danbooru isn't clear enough. For example, people might add the ankle_cuffs & wrist_cuffs tags when they see a pic of somebody with shackles in his/her hands and legs. Although wrist_cuffs is more easily distinguishable due to frequently used on pics with bunny_girl tag.

They're not actually elbow pads or knee pads. Of the existing tags the correct ones would be elbow_sleeve and knee_brace (although it would be a better called a knee_sleeve instead).

That is not just a sleeve on that knee; There is definitely a pad there. So I don't see the argument there.
The elbow perhaps; Though can't see the outside elbow part to tell, best to just not assume as always.
I didn't really think that is a pad, but other art does depict a pad there.
As for the elbow, that seems to be up to the artist's preference on if one exists (post #2015058) or not (post #2238343). Although most seem to favor there not being one.
All I know is most non-beach volleyball players do wear things called knee pads. Pads on the arms and elbows not so much. So your findings are probably fitting.
