I'd leave those both explicit, sexual acts don't need to be occurring and I think they're pretty far away from being able to claim the "safe nudity" exemption.
About the second one, until now I've found that mosaics tend to be a good indicator to rate posts as E. I take post #203545 and post #441898 as exemples—they may be tame enough for Q but the mosaics somehow make it wrong imho, like it's contradicting with the artist's intent.

I didn't say it was "safe nudity" like post #469256, just that it wasn't explicit enough for E. As suggested in the comments section, and stated by Hazuki in the past, there's a bit of a dissonance seeing post #751618 with likes of, oh, spread_anus tentacle bukkake.
I would like to hear Hazuki's opinion though.

Replace "safe nudity" with "non-explicit genitals". They're way too in-your-face to warrant any kind of exception.
Also, Hazuki's proposition on how to rate shades of sexual content wasn't actually adopted because it's too hard/subjective to implement.

I'm still unclear by what you mean. Genitals? Masturbation? Sex? We've more or less agreed that the mere presence of genitals isn't enough for an auto-E like the old method, and there are some shades of sex that can be Q, so long as it focuses on the act and omit anatomical details. The teasing air of the whole thing guarantees at least a Q, but I agree that an E is uncalled-for in that one.
By my understanding, a tasteful panty_shot isn't grounds for Q on it's own, and while the pose is certainly a little suggestive, I don't think the image is risque enough to warrant a Q - to say nothing of the E it had when I first ran across it.
