I've never considered a figurine as a doll, to me they're more of a statuette. The advent of figurines with joints isn't the norm nor are those with fabric clothing. The fact that the normal ones are solid should really discount them as dolls.

About the keychains and cellphone straps, I'm not really in agreement that they should be under the doll tag. They don't really fit in and calling them a doll is a stretch, and if you stretch too far you start junking up the tag with noise.

I'd say figurine would be a more accurate description (although that's currently aliased to figure, which is already in use) - "figure" is often just the general shape of a person, or even a number (not one of those numbers, although they generally cut a nice figure too), rather than an actual physical object.

It would probably be useful to try to define the difference between a doll and a figurine, but that may not be trivial - figurines are usually smaller, but there's a fair amount of size crossover between smaller dolls and larger figurines.

Probably the best I can come up with is that dolls usually have separate clothing, whereas figurines have it as part of the main object. That's still rather fuzzy, though - many cloth dolls have their clothing permanently attached (although it's usually still separate pieces of material), and of course many figurines have detachable/swappable accessories (though almost never the main clothing)...
