That's a good argument. If you can touch your penis through a condom then I guess it counts.
Currently all posts tagged touching_own_chastity_cage could be changed to hand_on_own_penis but imo if touching_another's_chastity_cage remains then it's better for searching if both tags exist.
I think most of them could be tagged with teasing if this tag meant sexual teasing. Looking at the tag most of the posts are general teasing like post #8781722 or strip-tease not teasing by actually touching someone's body sexually. Like if this post #1832709 had a teasing tag with posts like it I'd agree but it feels like if my tag is too specific then your tag is too general.
Masturbation doesn't sound like a good tag to me because if you search for it you get anal masturbation instead as one would expect. Most posts tagged with touching_own_chastity_cage are tagged with masturbation, but post #4677260 isn't because he's just touching it softly.
So to remove these two tags would take a BUR like this
touching_own_chastity_cage -> hand_on_own_penis -touching_own_chastity_cage
And touching_another's_chastity_cage I'd have to check every image individually to see what tags apply because in posts like post #5801539 with a character removing the chastity cage from another I don't think that counts as teasing while post #5598804 is teasing but they're touching the cage with their feet.
but tbh I think if you change this to more general tags the chances they will get tagged decrease. Like touching_own/another's_chastity_cage is pretty clear on what is happening. Just like I was confused whether hand_on_own_penis applies I bet other taggers would be as well and specially considering there is only 1 image tagged with both chastity cage and teasing currently means taggers are just ignoring it.

I'd have included post images but the wiki said post images shouldn't be explicit and I think I'd need to show testicles/penis for some designs. If the pic on the wiki can be show a penis inside a cage I can make a chart of all designs/size tags and embed it in the wiki. If it can't maybe I can make the chart and link to it in the wiki instead?
It's a bit late for me so I have no reply for forum #333885 yet.

Any picture you put in the uploader becomes a media asset, so yes - but for store pages you might have to upload direct images (open image in new tab) due to lack of site support. On the tagging page you can click the file (shows the dimensions and source sites at the bottom of the image) which will take you to the asset page, the numbers in the URL are the asset. You can link those, but if you feel a post would better suit for example you can link a post instead. See help:dtext for embedding/linking posts.
I also did forget about the caveat on embedding images - for this, linking posts would be ideal. Wikis that especially focus on niche concepts should have example contents that people can reference when discussing tags or figuring out how to tag something.

Yes, media assets are very good for this purpose - things that shouldn't be uploaded as actual posts but are supplemental for wikis.

For tags that could easily be present on G rated posts, then yes, you should try to find G rated examples. However, chastity_cage is an inherently NSFW tag, so it's fine if its wiki embeds are NSFW.

Even so I really wish you didn't nuke all the color tags in a single BUR. The chastity cage tag is almost evenly split into 50% colored cages and 50% metal/silver cages so having a tag for either would be useful.
The wiki for colored_sclera says it's any color other than white, so what if we just place all colors other than metal in a colored_chastity_cage? With this tag metal_chastity_cage becomes unnecessary which is good because most of the nub_chastity_cage and flat_chastity_cage are metal.

Some of this stuff is definitely excessive and feels like someone getting too carried away with their own fetish, but overall, I feel like people should be allowed to enjoy their own fetish tags as long as they don't cause problems for others. If chastity cage enjoyers find this stuff significant, then let them have it. Everyone else can safely ignore these tags. Unless you're uploading chastity cage posts yourself, you don't have to worry about it.
These tags get more searches than you might think. Chastity cage by itself gets 3.9k searches per week, and all the chastity cage tags put together get 7.5k searches per week. In comparison, all glove-related tags put together get 9.2k searches per week. So just because a tag is small doesn't mean it doesn't get any use, and just because a tag is large doesn't mean people actually use it.
The main problem with these tags is that some of them like revealing chastity cage have unclear names, some have no real fetish significance, and the sheer number of tags and rules and definitions listed in the chastity cage and related wikis makes the whole thing difficult to understand. There are a lot of distinctions being made here and it's tough for someone not very into this fetish to make sense of all this.

So I think small chastity cage is a good tag just like small_penis and there is large penis so of course there should be a large chastity cage tag.
Just because small chastity cage exists doesn't mean large chastity cage needs to exist. I can understand how a small cage has fetish significance because of small penis or dick flattening connotations, but "cage big enough the dick isn't crushed" doesn't mean much of anything.
