Too bad this one gets a bit weird because that's her default and only outfit in Benghuai Xueyuan but also ported over to Honkai Impact 3rd. I guess the answer for tagging the former's Seele Vollerei is to only use the bare chartag + Benghuai Xueyuan and not tag Seele Vollerei (Azure Memories) assuming an artist doesn't do something like putting multiple Seeles across different miHoYo titles into one image.
I think it should be ok this way. Probably overthinking the circumstances.

We have enough posts of her without her base uniform to justify. AstralOp doesn't sound like a great qualifier though, that's just her playable state - the qualifier should be more relevant to her actual use of it (e.g. Shu of Deception, Langqiu). Don't forget to check if one fits her old beggar outfit too; something like post #7545255 could fit under "_(Amber_Street)".
