In theory, kyuubi is specifically for nine-tailed kitsune, so kumiho should be aliased to kitsune instead of kyuubi, if they don't always have nine tails.
Yea, as you mentioned, Both tags refer to the nine-tailed kitsune, and also, both tags have an IMPLY relationship with the kitsune tag, which has a broader meaning.
So the point of this BUR is to say that since they are the same tag after all, we should just use the one that everyone is more familiar with.
But, It is clearly different issue between kumiho and kyuubi from the relationship between dokkaebi and oni, and hanbok and hanfu. The following two examples share the same characteristics, but point to completely different things.
