Negative ratings don't restrict your ability to post in any way, they are simply there for recording good and bad actions.
They can't be removed unless the person who gave them to you revokes them, and if they were given for a valid purpose, there is little reason they should be.
As mentioned earlier in the thread, with sufficient superlative behavior you could earn positive records, though it would be very difficult I think to earn 5 positive records to balance your negatives. Even then the 5 negatives will weigh against you when it comes time to consider promotions.
As far as posting "more of the good pics" however, your rating (short of getting blocked again) has no bearing on your ability to do that.

I thought it was affecting the post number. Because I swear I used to have a 10 post limit, but now it's five. I'm just hopeful to get a little more posting power since I've got plenty to share. I wasn't trying to stir up anything before, just voicing my opinion. I understand not many people like scat, and I won't post anymore, unless the mods make it more defined and clear about how it's place here (since the rules presently make it sound like only abnormal kinds of scat aren't allowed, i.e: 10 inch logs firing like silly string.) But that's beside the point, I'm just hoping I can get back to at least a more dignified numder, hell even if I have to live with -2 for 6 months or something. :P
Since this seems to be a topic of some confusion, I created about:user records. Feel free to correct and edit, or delete if it is unwanted.

Although, that said, I can offer some hope in the fact that I, and I would assume others, so take into account the age of a negative record when evaluating a user.
If I see a negative from, say, nine months ago it's going to weigh far less on any evaluation than a negative from last week. There's no actual hard-coded expiration date on records, true, but I do think any reasonable user would take into account their age.

Good job, I knew there was an obvious one of these we still needed to create. I've linked it on the wiki home page with the others.
Edit: I added a section at the end mentioning who can leave records.

I didn't realize until today that users below janitor level COULD leave records.
That said your post was quite bad. Generally I don't think a single post should result in a negative record (unless it's a truly atrocious rule violation); that should usually be reserved for people who establish a pattern of bad posts. But I also don't think you have a lot of room to complain.
Contributor user:Herrmobel has been uploading like crazy, but is generally putting only char:, artist:, and copy: tags. Both Mr GT and myself have politely requested that he tag his posts, but he's given no indication of having acknowledged and continues, as far as I can see, as recently as seven minutes ago. The quality of his uploads is generally good, but he just doesn't exercise beyond the minimum required in the rules in tagging.
So is this the sort of situation that I would give a negative record? To "get his attention" as it were? I realise that it's not something to be made lightly and the rules are sort of grey on this matter, so I wanted to be extra sure.
hey i noticed that too, i asked him months ago and got no reply.
It pisses me off that I have to tag a lot of his stuff (especially with his large volume of posts that have mostly none) so I asked the same thing in the forum.
I was itching to give one, but it didn't seem "against the rules" to me, just "against quality".
I'd like to point out I still disagree heavily with the "it's okay to tag just the copyright" stance. Such uploads are effectively useless, especially in tags like touhou. You tagged it with kirisame_marisa? Gee, thanks, there are only 458 pages of other posts to look through.

Depends on what they're adding. blond_hair? Whatever color her eyes are? Oh yeah that really narrows it down. It would certainly be better if they added, say, topless or arm_support or danmaku or any other nice distinguishing tags (if applicable) but it's still not required and never will be. In part because we'll never agree on what tags are even important and can provide no good guideline. I try not to upload red/green/purple-only images myself and doing it for *all* your posts would be excessive but I'm still not going to punish someone for it.
... huh? My instinct would be to support such a negative record. Not for the failure to tag, of course, but the failure to respond to messages asking one to tag. That's not behavior that should be encouraged. Anyway, records are not punishments, they are simply notations by people of "high standing" in the community. (Speaking of which, why can privileged users give records? I could understand giving that ability to contributors, but...)
Anyway, once the breakdown in communication has been resolved, the negative record can easily be removed.

Oh, I left out a very important exception. My mind is always focused on rating:safe images so I tend to forget to mention it.
Explicit content tagging is not optional. cum, penis, futanari, bestiality, sex, peeing, etc. While any tag can be on *someone*'s shitlist, explicit sexual content at least must be tagged. I'm not talking to the exhausting level of detail of 75 cum_on_* tags, or "that totally obscure fetish tag with 13 posts that only one user knows about and has ever used but considers the most important thing in the universe and can't orgasm without it", but it has to be something more granular than what our three level rating: system allows.
So yes, negative records for not including basic explicit content general: tags would be allowable in my eyes.
I probably wouldn't punish someone for lackluster tagging (unless it's all single tags, or worse tagme alone), but I would consider it a problem. Maybe we need to define some lists of things that should get attention like "More descriptively tag generaltagcount:0" a la Wikipedia's community portal 'Help Out' lists.
I am not the only one doing that "upload first/tag later" or "minimum tag/tag more later" thing. I have lost count of the times I uploaded, tagged, then found out it was already uploaded. Okay, fine, I can live with that. I just find funny that I am named by some who may have done the same thing. I upload because the pic is pretty, funny, have something I like. And as long as it is properly rated and have at least basic tags, it is fine by me. And I prefer to take it easy.
(didn't know that uploading would be serious business)
First time posting here, I usually avoid forums, for various reasons.
