create implication van -> ground_vehicle

Since motor vehicle no longer implicates ground vehicle, it would be the best to have these individual tags implicate the latter.

nuke ground_vehicle
deprecate ground_vehicle

Opting for deprecation instead.

I didn't realize we had this request already when I opened topic #23720. Rejecting this in favor of that one since it got more votes and handles untagged vehicles.
