They are technically one-piece swimsuits, but fewer than 10% of them are tagged one-piece_swimsuit, which suggests that most viewers don't seem to think of them that way. Note that they were once tagged sling_bikini even though they aren't bikinis either. Personally, I think of them as a third category of swimwear and would prefer to tag them separately from either one-pieces or bikinis.

Deck is such an ambiguous word that it probably should never have been a tag in the first place. The card decks certainly need a tag of their own to keep their meaning clear; card_deck, deck_(cards) and deck_of_cards would all be valid options. The drawings of a boardwalk, pier, or porch can be moved to those respective tags. The remainder of the posts tagged deck are mainly the floors of ships or unroofed porches, and I'm not convinced that either of those is noteworthy enough to require its own tag.

Just from my brief search of older posts, it’s is shockingly common. However, I’m more preferential to something like dyed_bangs as a more intuitive tag name for when bangs are differently colored from the rest of the hair. Colored_hair just sounds too vague for my liking, and could be easily misinterpreted when other tags like streaked_hair, colored_tips, gradient_hair, and so on would be better to use.

Unsure about border, the scratchy edges aren't very typical of that tag. Portrait is probably fine, but it's borderline between that and upper_body.
As for looking_at_another, there's not enough evidence that they're looking at anyone other than the viewer. We try to avoid tagging based on assumptions.

What's the visual effect for the tires and shoe skidding on the ground? I've already tagged debris, but the best tags I can come up with for the radiating lines are motion_lines and ground_shatter. Neither appears to be a great fit.

No, collaboration should be for when two or more artists partecipate in the creation knowingly. colorized posts should not be tagged as collaboration usually.
