Though I'm new to uploading, I can't help but think that potentially having to wait up to 3 days for the upload limit to reset feels a bit long. Obviously, that's only if posts aren't approved, but I feel the difference of 30 images across 3 days wouldn't be much of a difference in terms of negatives, while it would help new uploaders to understand what approvers are looking for more easily. I forget where exactly I read it, but somewhere even stated that it's safe to assume anything in the mod queue has already been seen by at least 1 approver, so, even after just 1 day, the post would have already been judged quite a few times. I think the 15 per day system would help stop new people flooding uploads with against-the-rules or low-quality posts (as approvers will likely pick those off quickly) while allowing for more "meh" posts to wait for possible approval. It's just a weird side effect of requiring 3 days for multiple approvers to be able to judge posts, leading to a stagnation of learning what will be approved. I did see that, until somewhat recently, the queue started at 50, but it's just food for thought.
