Not sure if the stand itself has a name but the dolls are hina ningyou which is part of hinamatsuri.

According to wikipedia's article the multi-tier stand is called a hinadan (雛壇).

It seems visually distinct compared to the typical odango-shaped hair buns, and the method for making a doughnut-shaped bun is different from the odango-shaped.

hair cones was created recently, so sure, I'd say they're visually distinct enough for their own tag.
