I'd go with c) here.
It fits the definition of twintails (or two-side_up, but I thinks it's twintails here) and also the definition of low tied long hair.

The brown-haired girl looks like she's just wearing a black serafuku with buttons and a plaid sailor collar.

For the other I'd just tag purple shirt and polka dot shirt. For the second thing there's knee_up.

I came up empty. The problem with shelter is that half of those using it are doing so to describe the physical shelter, despite there being canopy (shelter) and the more populated awning. With there also being the corresponding object snow shelter, it's probably better to separate those which are actions and create sheltering to avoid further confusion.
