I want to tag it with topless, but she still have some sleeves.
I want to tag it with bottomless, but her skirt is still latched on her leg.
I want to tag it with clothes removed, but there is no visible shirt on the pic.
And I'm sure this isn't nude. What tag is appropriate for this?

Pixiv has a tag for it: 眼帯ビキニ
Personally I'm pretty fond of the style so I would like the ability to search it here. The Pixiv tag seems to mean "eye patch bikini" but I don't know if that would be an intuitive name for it here.

topless is fine to be used with detached sleeves (see detached_sleeves topless).
skirt down is the other tag you want.

I don't think so. Personally, when I spot a meme with more than one post I make up a tag for it and add it to tag group:meme. Searching for specific memes is hard when there are so many otherwise unrelated things piled together under meme.

Zodiac plus chart is the best thing that exists at present I think, and I added both - although I'm not a hundred percent convinced that the latter is right here based on the tag's wiki page.
It's an astrological chart, which doesn't currently have a tag but might want one? The tag horoscope is used on a couple of these images but honestly I think that should be used for post #82424 situations only.

Do we have a tag for "toed" legwear, ala post #2502068 and post #2144155? My first instinct was impossible_legwear but upon noticing it doesn't exist I realized that these things aren't really impossible, just nonstandard and I'm not sure if they really exist.
