I still think a concise blacklist is better than hiding a large fraction of the content. Additional suggestions what users might want to hide could be added to help:blacklists.
On that topic: The default blacklist as implemented in https://github.com/r888888888/danbooru/pull/2464 includes spoilers. At least for certain copyrights like kill_la_kill and mahou_shoujo_madoka_magica this will hide over 10% of the posts if my math doesn't fail me. I'm not sure if this is a good default.

I'm aware that score will always going to be gamed. And a ban is only a last resort if there is massive manipulation and e.g. talking to the user doesn't work.
Still I think it should be stated that manipulation is not OK especially so since score is going to be used to (already in use to ?) judge approvers performance.

It's as simple as setting a cookie via javascript, and having a toggle-link "disable all" or "enable all" under blacklisted tags. (Since I have never used the blacklist before, I added an entry to my blacklist to try this out.)
Assuming the blacklist for anonymous users behaves like for registered users you can disable entries by clicking on them, but there is no enable all / disable all option and most importantly it doesn't persist this setting across site loads.
A cookie solution that makes this persist across loads would be very useful, for anonymous users and registered users alike.
