I feel the artist didn't quite meant to focus on Sanae's hair. Or at least not only that.

Well she does have a personal (unpaid) tailor in Rinnosuke, so the idea isn't as farfetched as one might think.

This and Marisa's one are super helpful in identifying their costumes!

Linked all of them (except Sangetsusei for which I couldn't find anything fitting) to official art from the touhou wiki along with some which were available here to make it even more convenient as a reference for Reimu's costumes. Will also do the same for Marisa's one and will probably move the images to media assets later just in case.
