Reminds me, I heard the Russian mafia apparently kind of played this game to sell bootleg vodka. They'd add coloring to the alcohol and label it as a chemical cleaner to bring it through customs. Then they'd remove the coloring, add vodka flavoring, and then sell it as vodka. This was to avoid paying higher tariffs for importing spirits.

Pretty sure it's because it's a reference to this photograph (which I'm familiar with from tumblr, hence the link, but may originate elsewhere).
I assume they were adding something to cover up the fact it was not real vodka, by giving it a flavor perhaps not dissimilar to ones with flavoring. The article as I recall did call it "vodka flavoring"... whatever that is.
