I wouldn't say that. We have a lot less cartel influence in country than a lot of other countries that don't have active or very small drug enforcement agencies. And what cartels we do have are much more reserved because they know if they stick their head out too much it will get cut off fast. I mean, it is called the "War on Drugs" but no one expects all drugs to be eliminated. That is like asking for all crime to end. While nice, it is unrealistic. Still, it is a heck of a lot better enforcing what you can than letting criminals run rampant. Plus seven degrees of separation is a powerful thing. Those who use narcotics are more likely to have criminal tendencies and a lot of other cases and suspects were found starting with leads on drug trafficking.
