Reckon there's a typo in there, the way it's written it sounds like "1875 years ago".
Either way, cf. the other surname day. That one is the day it was allowed for commoners to have a surname, this one is the day it was made compulsory.They say there are around 630 people in the whole country with the "Komeiji" surname!
There are 0 people with the "Konpaku" surname...By the way, my surname is rarer than that.
