It's capable at moving at incredibly fast speeds, leaving many afterimages. When it removes its armor its speed is increased even more at the cost of defense. Its main weapon is a rapier which can turn into a projectile by "shooting" the blade from the hilt.
Name is based on The ChariotTarot card of the Major Arcana.
Sometimes featured with Konpaku Youmu of the Touhou series due to both of these characters being associated with swords and high speeds.
