Similar to prehensile_hair, this tag is for a ribbon that is part of one's body and can be controlled like a hand or tentacle.
Using a ribbon that is a separate tool or weapon does not qualify, because being prehensile requires that the ribbon be part of a character's own body.
The flagship example character is the PokemonSylveon. Its Pokedex entries do specifically mention it using its ribbons like feelers, and it's seen doing this in the Pokemon_(anime) frequently.
