Koushoku Kaitenkikou. Kaitenkikou can refer to things that are more specific (a revolver's rotating chamber, for example), but in the absence of sufficient information, "Rotating Mechanism" seems to be a good enough generic word.
That said, Kaitenkikou can also be (punnily) read as (Social) Revolution, or Revolution of (Social) Mechanisms. This yields Scarlet Revolution, which can be a stealth reference to either the Chinese Revolution or the Cultural Revolution.
This would be a clever pun, and a possible allusion to Meiling's fate in this story.
