It has no government.
And the people's faith seems quite weak as well.
It's like humans are being allowed to live by the youkai.
While humans are dependent on the youkais' favor, the youkai couldn't exist without humans either.
There is little trade, either. I suppose a group of people in an isolated area does not necessarily develop a government as a defense against external forces.
That, or the youkai are controlling the whole thing.
The people's present condition pains me, but the youkai must also be quite desperate to be forced to herd them together like this.
